Dear Hiring Committee,
I am writing to express my strong interest in the Monitoring, Evaluation & Learning (MEL) Manager position for the Mastercard Foundation EdTech Fellowship Program –Rwanda, as advertised by the Rwanda ICT Chamber. With a solid background in monitoring, data analytics, program learning, and technology-driven initiatives, I am excited about the opportunity to contribute to strengthening Rwanda’s EdTech ecosystem.
I am a versatile software engineer and data professional with experience in data analytics, monitoring systems, reporting, and learning frameworks across both public and private institutions, including ALX Rwanda, I&M Bank, RBC, and technology startups. My professional journey has equipped me with strong analytical, coordination, and stakeholder engagement skills necessary to lead MEL functions across complex, multi-stakeholder programs.
Currently, I work in IT Support and Software Engineering, where I actively contribute to system improvement, data-driven decision-making, and performance tracking. I have hands-on experience in designing data workflows, analyzing program performance indicators, and translating insights into actionable recommendations. My background in Data Analytics, Data Science, Business Management, and Full Stack Development allows me to approach MEL not only as a compliance function but as a strategic learning and evidence-generation tool.
I am particularly motivated by the mission of the Mastercard Foundation EdTech Fellowship, especially its focus on supporting growth-stage startups, ecosystem coordination, and institutional capacity strengthening. I am confident in my ability to support learning agendas, ensure high-quality monitoring systems, guide evidence-based reporting, and foster a culture of continuous learning across all program pillars.
I hold a Bachelor’s degree in Information Technology from the University of Kigali and have completed advanced professional training in Data Analytics, Software Engineering, and Business Management. I am currently furthering my education at Carnegie Mellon University Africa, which continues to strengthen my analytical and leadership capabilities.
I would welcome the opportunity to contribute my skills, passion, and commitment to impact-driven programs at the Rwanda ICT Chamber. Thank you for considering my application. I look forward to the possibility of discussing how my experience and vision align with the MEL Manager role.
Yours sincerely,
Bahati Pierre (Peter)
